The author discusses the concept of “Citizens’ Involvement” as it concerns a program known as Agenda 21: its definition, its legal basis, the contexts of its application, the problems involved in the processes of negotiations carried on both levels (the citizens’ and the institutional representatives’) and the specific results to be obtained. In connection with this program, the author describes an ongoing research project with the association Paideia that consists in analyzing the perceptions of and opinions about urban green spaces by a group of children from the neighborhood of Lavapiés in Madrid.
